Senate Passes Bill to Establish Nigeria Police University of Science and Technology in Ogun

The Nigerian Senate has passed a bill to establish the Nigeria Police University of Science and Technology in Erinja, Ogun State. The proposed institution is expected to boost the capacity of the Nigeria Police Force through advanced training in science, technology, and innovation.

The bill, titled Nigeria Police University of Science and Technology (Establishment) Bill, 2025 (SB. 750), was presented by the Chairman of the Senate Committee on Police Affairs, Senator Abdulhamid Mallam-Madori Ahmed (Jigawa East), during Tuesday’s plenary.

According to Senator Ahmed, the establishment of the university is a bold step toward modernizing policing in Nigeria. He noted that the institution would offer specialised education in forensic science, cybersecurity, artificial intelligence, and related fields to better equip police officers to handle the country’s evolving security challenges.

“The aim is to ensure that our police officers are not just well trained but also technologically equipped to confront modern-day criminal activities,” Ahmed said.

The Senate, during the same session, also considered a number of key legislative items. Among them was the second reading of the bill to establish the Yaba Federal University of Technology and Vocational Studies, Lagos State. Sponsored by Senate Leader, Sen. Michael Opeyemi Bamidele (Ekiti Central), the bill (SB. 738) seeks to promote skill-based education and reduce the rising youth unemployment rate in Nigeria.

In addition, the Committee on Agricultural Colleges and Institutions presented its report on the Federal Universities of Agriculture Act (Amendment) Bill, 2025 (SB. 624). The report was submitted by Senator Simon Bako Lalong (Plateau South), aimed at repositioning agricultural education and research in Nigeria.

Meanwhile, the Senate deliberated on a critical motion concerning the direct allocation of funds to Local Government Councils (LGCs). The motion, sponsored by Senator Barau Jibrin (Kano North), called for an urgent amendment to the Allocation of Revenue (Federation Account, etc.) Act 1981 to include representatives of LGCs in the Federation Account Allocation Committee (FAAC).

Senator Jibrin cited a landmark Supreme Court judgment of July 2024, which clarified that state governments are mere conduits and not beneficiaries of LGC allocations from the Federation Account. He stressed the need to harmonize existing laws with the Constitution and judicial pronouncements to ensure accountability and financial independence for local governments.

“The current arrangement has failed. States are holding back what belongs to the local governments. It’s time to correct that injustice,” Jibrin said.

The Senate agreed on the need to review and amend relevant sections of the law to reflect the Supreme Court’s decision and the constitutional role of local governments as the third tier of government.
