FEDERAL GOVERNMENT IMPLEMENTS DUAL MANDATE POLICY IN COLLEGES OF EDUCATION NATIONWIDE
Legitdan News reports that the Federal Government of Nigeria has officially commenced the implementation of the Dual Mandate Policy across all Federal Colleges of Education (FCOEs), a key step following the enactment of the Federal Colleges of Education Act, 2023.
The new legislation, signed into law by President Bola Ahmed Tinubu, grants Federal Colleges of Education the authority to award both the Nigeria Certificate in Education (NCE) and Bachelor’s Degrees in Education concurrently.
A Major Shift in Teacher Education
In a press statement released by Folasade Boriowo, Director of Press at the Federal Ministry of Education, the rollout was described as a “landmark move” for teacher training and professional development.
Speaking during the official announcement in Abuja, the Minister of Education, Dr. Tunji Alausa, called the policy “a bold and progressive step” that would transform Nigeria’s teacher preparation system.
“The Dual Mandate Policy represents not just a reform but a revolution in teacher preparation — enabling FCOEs to offer both NCE and Bachelor’s degrees,” the Minister said.
Opening New Educational Pathways
According to the new Act, all Federal Colleges of Education that meet the National Universities Commission (NUC) standards are now eligible to operate under this Dual Mandate framework.
The Minister emphasized that this inclusive initiative will:

Beyond Certificates: Curriculum Autonomy and Institutional Growth

Reaffirming the government’s commitment, Dr. Alausa said:
“No nation can rise above the quality of its teachers. This policy strengthens the foundation of our education system—ensuring that every teacher is trained, qualified, and prepared.”
